About Lead Abatement Accreditation/Certification for Lead: Inspector/Risk Assessor/Supervisor Disciplines Only

Note: These steps do not apply to Lead: Renovation, Repair & Painting.

UF/TREEO Center has received EPA-accreditation to offer lead-based activities courses pursuant to 40 CFR Part 745, Subpart L (61 FR 45778, August 29, 1996) for lead-based paint activities listed in these pages. These courses are only approved for purposes of certification under Section 402 of TSCA.

EPA's lead training and certification rules went into effect on March 1, 2003 since Florida does not have its own lead program. If you do lead work in target housing or child-occupied facilities, you must be accredited by EPA Region 4.

Listed below are the steps on how the US-EPA lead certification process works:

  • Step 1: Take an EPA-Accredited Lead Abatement Training Course
    UF/TREEO issues an Interim Certificate of Course Completion at the successful completion of our initial courses. This certificate will serve as an interim certification for an individual for 6 months to work in Florida. This certification allows you to conduct lead-based paint activities without being in violation of the law during this time period. Please note that the interim certification exists only for completion of initial courses, not the refresher courses.

  • Step 2: Submit Application to EPA Region 4 with Appropriate Fee
    As soon as you complete Step 1 you must submit an Application for Individuals to Conduct Lead-Based Paint Activities to EPA, along with the appropriate fee no later than 6 months from your course date. The application must be post-marked by this date; no exceptions are made by EPA. Note: If you turn your application in at the end of the 6 month interim period, then you cannot legally work after the 6 month period until you receive your EPA certification.

    The EPA home page contains Training and Certification Program for Lead-Based Paint Activities in Target Housing and Child Occupied Facilities-Section 402/404, as well as the Fee Sheet, Application for Individuals to Conduct Lead-Based Paint Activities, and Application for Firms to Conduct Lead-Based Paint Activities. You can print out the most current instructions for individuals and firms applying for certification to conduct lead-based paint activities from the web.

  • Step 3: Sit for EPA Certification Exam
    EPA will review your application and once approved, require you to sit for an EPA Certification Exam. After you successfully complete their exam, you will receive EPA's Certification to Conduct Lead-Based Paint Activities in Florida.

EPA will issue you a:

  • Certification letter
  • Certification certificate (good for three years)
  • Laminated badge (to be worn at all times on your jobs).

Refresher Course Requirements for Lead: Inspector/Ris Assessor/Supervisor Disciplines Only

Since US EPA Region 4 runs the Lead program in the State of Florida they will send out refresher notices 2-4 months prior to your certification expiration date to the address they have on their records.

Currently UF/TREEO runs refresher courses just once a year so it is your responsibility to check your certification expiration date and plan accordingly so your certificate does not expire.

US EPA does not require an additional "Third Party Exam" for the refresher courses, but an exam is required at the end of every class by the training provider, as stated in the regulations.

If you applied and received a US EPA certificate as both an Inspector and Risk Assessor then you are required to take both the Inspector and Risk Assessor Refreshers. If you only applied and received a US EPA certification as a Risk Assessor then you are only required to take the Risk Assessor Refresher to maintain your certification.

Examinations for Lead: Inspector/Risk Assessor/Supervisor Disciplines Only

Examinations are required for all initial and refresher classes. Participants are required to score 70% or above.

Many states have their own lead programs so participants must contact the states they are planning on working in to see what their specific requirements are in that state.

OSHA-Required Lead Courses (Available On-Site)

Courses are tailored to meet the needs of your organization. The contract cost includes course registration fee, which provide instruction, educational materials, and certificates from UF/TREEO. These are compliance-training courses under OSHA Construction Industry Standard 29 CFR 1926.62. Annual refreshers which review current topics, site-specific practices and changes in federal, state, and local regulations are required.

Courses include:

  • Lead OSHA Awareness Training (4 Hours)
  • Lead OSHA Worker Training (16 Hours)
